All late bids received will be returned unopened to the submitter. No faxed or electronic bids will be accepted. Sealed bid envelopes shall be marked with the Bidder’s Name and Category of Work being bid.

BID DOCUMENTS: Bid documents will be available to contractors on or about February 17, 2020. Bid documents can be obtained online through Contegrity Group’s plan room at www.cgiplanroom.com where electronic download of these documents is free. If ordering printed bid documents, a plan deposit check in the amount of $75.00 per set, made payable to Todd-Wadena Electric Cooperative and a separate non-refundable check in the amount of $35.00 per set made payable to Contegrity Group, Inc. for mailing fees will be required. No partial sets of bidding documents will be issued. Todd-Wadena Electric Cooperative reserves the right to reject any or all bids received or parts thereof, to waive any informalities in bidding, and to award the contract to other than the lowest bidder if, in the discretion of the Owner, the interests of the Owner will be best served thereby, to waive any informalities and irregularities in the bidding.

REGARDING PROPOSED PROPERTY TAX ABATEMENTS
NOTICE IS HEREBY GIVEN that the Board of County Commissioners (the “Board”) of Todd County, Minnesota (the “County”), will hold a public hearing of the Board beginning at 9:15 a.m., on March 17, 2020, to be held at the County Courthouse, 221 1st Ave. South, Long Prairie, Minnesota, on the proposal that the County abate property taxes levied by the County on the property identified as tax parcel number:

THE CITY OF STAPLES DOES ORDAIN:
Sec. 16-161. Statement of policy.
(b) To help the police department better regulate current and future pawn businesses, decrease and stabilize costs associated with the regulation of the pawn industry, and increase identification of criminal activities through the timely collection and sharing of pawn transaction information, this chapter also implements and establishes the required use of an automated pawn system.
Effective Date. The ordinance becomes effective from and after its passage and publication.

School/ Community Forum
Erik Johnson gave a short presentation on the importance of Census 2020 as it affects funding for communities and schools. He also shared ways the school district can help get the word out. Be watching for official Census Bureau mail coming in mid-March; your household will be able to complete the census by mail, on-line or by phone.

Call to Order
The meeting was called to order with Members Bryan Winkels, Greg Frisk, Chad Longbella and Brad Anderson present (comprising a quorum). Also attending: Supt. Tappe; Business Services, Herdegen; Principals Johnson, Schmidt and Regan; Communications & Marketing, Walz; Curriculum Coordinator, Ferdon; Activities, Boran; Staples World Managing Editor, Anderson; several community and staff members and Recording Secretary, Madson. Continuous Improvement Plan (CIP)
Deb Ferdon gave an overview of how the planning process has advanced. Over 50 people, including administration, staff, community members and students have been involved. Ferdon and Walz have taken information from those sessions and created a Continuous Improvement Plan document. This document is still in the draft stage and Board members were asked to review and give feedback.
The document will be brought back to the Board Feb. 18 for approval. Following approval, a press release will go out and the plan will be circulated to the community. Action plans will be written and the plan will be reviewed annually.
The CIP creates an intentional response to community concerns and needs and builds a framework of accountability for the district.
Athletics
Blake Boran gave the Board an update on Girls Swimming participation this past season.
We are currently in a cooperative agreement with Verndale; SM had 10 swimmers and Verndale had five (5). The majority of the swimmers were in Jr Hi. This created difficulties in scheduling meets as there are not enough participants to compete in all events. The number of meets had already been reduced for the fall 2019 season.
Financially, it cost about $1,000 per participant this year (which does not include pool costs). This season the pool was $120 per hour for 247 hours. Next year would see a significant jump in program costs with the addition of pool rental fees.
Boran advised the Board that the district should look at other options.
The Board will be asked to make a decision regarding the Girls Swimming Program at the March 23 meeting.
