The Todd County Housing & Redevelopment Authority has developed its agency plan in compliance with the Quality Housing and Work Responsibility Act of 1998.

The Todd County HRA’s Section 8 Housing Choice Voucher Rental Assistance Waiting list is open. We will be accepting applications until further notice. To apply during this period you can fill out an application at 300 Linden Ave S, Browerville, MN. Applications are in the entryway of the building or you can call 320-594-6388 and leave your name and address and one will be mailed out or you can email toddcountyhra@yahoo.com.
Selected applicants will be placed on the waiting list by date and time the application is received and by order of preferences.

Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 16th day of July, 2019 at 9:00 a.m. The meeting was called to order by Chairperson Kneisl. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.

On motion by Erickson and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented with the addition of item 9.1 2019 Boat & Water Grant.

On motion by Neumann and seconded by Kircher, the following motions were introduced and adopted by unanimous vote:

WHEREAS, CCMorgan, LLC - Jeffrey Lopez is requesting to maintain approximately 5,200 feet of CD15 that is located on his parcels 02-0023000, 02-0023300, 02-0023402 and Delbert Greenwaldt’s parcel 02-0023100. A Hold Harmless Agreement has been signed and submitted to the Ditch Authority, and;
WHEREAS, an onsite inspection has been done; a Wetland Application has been submitted to the TEP, and;
WHEREAS, applicant is allowed to maintain the drainage ditch to the original width, depth and grade. An improvement by lowering or widening the ditch bottom is not allowed. Sediment and vegetation can only be removed to the extent of the original ditch bottom elevation. Spoil must be side cast and leveled, staying within 16.5 feet of the ditch, or moved to an approved upland site.
NOW, THEREFORE BE IT RESOLVED, the Todd County Ditch Authority gives permission to CCMorgan LLC - Jeffrey Lopez to maintain approximately 5,200 feet of CD15, on his own property and a section on Greenwaldt’s property. The project will be done at Jeffrey’s own expense.

A Hold Harmless Agreement has been signed and submitted to the Ditch Authority. William has gotten permission from both Ella Bontrager and Harold Pankonin’s son to complete the project, and;
WHEREAS, an onsite inspection has been done; a Wetland Application has been submitted to the TEP, and;

AUTHORIZING CHRIS PELZER TO CONDUCT BUSINESS AND
ACCEPT GRANT FUNDS FOR THE ROCK WALL CONDITION
ASSESSMENT GRANT
WHEREAS, the Historic Courthouse is registered on the National Historic Register, and;
WHEREAS, the Courthouse has a rock wall that is in need of repair, and;
WHEREAS, small grant funds have been received to assist in funding and completing a conditions assessment and this conditions assessment has been completed, and;
WHEREAS, larger grant funds are available for the next phase of obtaining blueprints/drawings, and;
WHEREAS, in order to apply for the grant an organization must authorize someone to conduct business and accept the grant funding on behalf of the organization;
NOW, THEREFORE BE IT RESOLVED, that Chris Pelzer is duly authorized to conduct business and accept grant funding for the large grant application to potentially offset the costs of obtaining the rock wall blueprints/drawings.

2019 State Boat and
Water Safety Grant
WHEREAS, Todd County Sheriff Steve Och has submitted the 2019 Boat and Water Safety Grant to the Todd County Board of Commissioners, and;
WHEREAS, the Boat and Water Safety Grant awards $8,445 to the Todd County Sheriff to carry out the Minnesota Boat and Water Safety rules, and;.
NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners accept the 2019 Boat and Water Boat Safety Grant and authorize Sheriff Steve Och to carry out the conditions of the grant.
