Todd County BOARD OF COMMISSIONERs MARCH 6, 2018

 

MINUTES 

 

Call to Order

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 6th day of March, 2018 at 9:00 a.m. The meeting was called to order by Chairperson Neumann. The meeting was opened with the Pledge of Allegiance. All Commissioners were present with the exception of Commissioner Erickson who was absent.

Approval of Agenda

On motion by Becker and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote. To approve the agenda as presented.

Consent Agenda

On motion by Kircher and seconded by Becker, the following motions and resolutions were introduced and adopted by unanimous vote:

To approve the Commissioner’s Meeting Minutes for February 20, 2018 as presented.

To approve a Seasonal On Sale and Sunday Liquor License for the 8’s Pub & Grill LLC at the address of 24148 US 71, Sauk Centre, MN in Long Prairie Township effective April 1, 2018 through March 31, 2019 excluding the dates of May 15, 2018 through August 19, 2018.

To approve a Seasonal On Sale and Sunday Liquor License for the Sauk Centre Country Club Inc dba Greystone Golf Club at the address of 10548 Andrews Drive, Sauk Centre, MN in Kandota Township effective April 1, 2018 through October 31, 2018.

To approve a one year Off Sale, On Sale and Sunday Liquor License for the Rohdes Midway Gas Bar & Grill Inc. dba Midway Bar & Grill at the address of 17908 US 71, Long Prairie, MN in Round Prairie Township effective April 1, 2018 through March 31, 2019.

To approve a Seasonal On and Off Sale 3.2 Malt Liquor License for T. Rose Inc. dba Linwood Resort at the address of 17857 Lake St. E, Osakis, MN in Gordon Township effective May 1, 2018 through October 31, 2018.

To approve a Seasonal On and Off Sale 3.2 Malt Liquor License and Setup License for Rainbow Lodge at the address of 20576 Banks Trail, Sauk Centre, MN in Kandota Township effective April 15, 2018 through October 15, 2018.

GAMBLING PERMIT - SOCIETY OF 

ST PIUS X DBA 

ST JOHN VIANNEY

WHEREAS, the Todd County Board of Commissioners are establishing their approval for a Gambling Permit for Society of St. Pius X dba St John Vianney through this resolution;

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approve a Gambling Permit for Society of St. Pius X dba St John Vianney to hold a raffle at the St John Vianney Church & Academy in Round Prairie Township at the address 18910 Ellipse Loop, Long Prairie, MN on August 12, 2018.

Auditor-Treasurer

On motion by Kneisl and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve the February 2018 Auditor Warrants number (ACH) 900001 through 900002 in the amount of $557,336.75 and (Regular) 231304 through 231449 in the amount of $1,035,893.90 for a total of $1,593,230.65.

On motion by Becker and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the Commissioner Warrants number 48330 through 48416 in the amount of $49,728.47.

On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the Health & Human Services Warrants number 513578 through 513604 in the amount of $22,789.35 and warrants number 702183 through 702361 in the amount of $90,341.37.

Public Works

On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve purchase of one Dodge 2500 Ram Truck from Mike Motors of Ely, Minnesota for $24,609 and one Chevrolet 1500 Silverado Truck from Ranger Chevrolet of Hibbing, Minnesota for $27,269.28.

Announcement was provided regarding a 2022 Federal Funding Award from Region 5 Development Commissioner for Todd County’s State Aid Highway #26 Project.

SWCD

On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To accept the bid from Lamb Services for AIS inspection services for $97,000 for AIS Inspection services as detailed in the 2018 AIS Services Contract.

On motion by Kircher and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To authorize the Board Chair to sign the One Watershed One Plan Development Agreement.

Facilities

On motion by Becker and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve the request for upgrade to the fire suppression system in the amount of $15,995.

Economic Development

On motion by Kneisl and seconded by Kircher, the following resolution was introduced and adopted by unanimous vote: 

A RESOLUTION TO PRIORITIZE CENSUS TRACTS FOR THE 

FEDERAL “OPPORTUNITY ZONE” PROGRAM

WHEREAS, The “Tax Cut and Jobs Act of 2017” created the “Opportunity Zone” program, and; 

WHEREAS, The State of Minnesota may designate 123 out of 491 low income census tracts to be included in the “Opportunity Zone” program, and;

WHEREAS, The State of Minnesota is asking each county to designate three census tracts for consideration according to need, commitments to support the zone, development possibilities, engagement, potential positive impact, and; 

WHEREAS, Guiding principles provided by the State of Minnesota would rank the following three census tracts in priority order: 790600, 790100 and 790300, and;

NOW, THEREFORE BE IT RESOLVED, that Todd County submits these three census tracts in priority order to the State of Minnesota for consideration for the “Opportunity Zone” program.

Solid Waste

On motion by Kneisl and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve amendment to JPA with Prairie Lakes and to issue the bonds for the evaporator totaling $1,100,000.

Auditor-Treasurer’s Report

The Auditor-Treasurer had no activities to report. 

Commissioner’s Report

The Commissioners reported on the meetings that they had attended. 

Coordinator’s Report

The Coordinator reported on the meetings attended and projects in-progress including current recruitments, upcoming grant for architectural condition assessment, and planned attendance along with CentraCare’s day at the Capitol.

Adjourn

Chairperson Neumann recessed the meeting until March 20, 2018.
