SCHOOL BOARD MEETING #22 

Weds., Feb. 20, 2019, 6:00 p.m.

MINUTES

 

Call to Order

The meeting was called to order with Winkels, Frisk, Freeman, Anderson and Lund present (comprising a quorum).  Longbella arrived immediately following roll call.   Also attending: Supt. Bratlie; Business Services, Herdegen; Principals Johnson, Schmidt and Regan; Mike Angland of WSN; Staples World Editor, Anderson; approximately 25 employees and community members; and Recording Secretary Madson. The Pledge of Allegiance was recited.

Approve the addition of Agenda # 19 and the deletion of item #10.

Motion by Freeman, second by Anderson to add Agenda #19 and delete item #10. Frisk requested that #19 not be added. 

Voting in favor:  Longbella, Winkels, Freeman, Anderson and Lund.  Opposed:  Frisk   MC

Motion by Winkels, seconded by Freeman, to adopt the agenda with revisions. MC 

Chair Lund recognized the audience. 

Community Forum - Chair Lund reviewed the new Public / Community Forum Guidelines. Individuals or Groups wishing to address the Board must contact the Chair or the Superintendent by 4:00 p.m. the Friday preceding the Board meeting. Data privacy requirements are also addressed in these guidelines. 

Consent Agenda

Motion by Frisk, seconded by Freeman, to approve the Consent Agenda.  MC 

Donations and In-Kind Contributions

Approve the Resolution to accept donations and In-Kind Contributions in the amount of $ 1,292.49

Motion by Anderson, seconded by Winkels, to approve the Resolution and accept the donation of two (2) Acer Chromebooks valued at $220 each for the Technology Department; and the donation of $852.49 from the Motley Parent Volunteers for the MS Music Trip to Chanhassen.   MC 

Finance Items 

Motion by Longbella, seconded by Anderson, to approve the financial report and authorize payment of the vouchers. MC

Motion by Freeman and, seconded by Frisk, to approve the 2019 Budget Revision #1. MC

Motion by Anderson, seconded by Winkels, to approve the Stanton Grade increase for Technology Coordinator from Grade 15 to Grade 16; eff. July 1, 2018.   

Motion by Longbella, seconded by Freeman, to approve the 2017-2019 Support Staff Contract language revisions and salary schedule. MC 

Personnel

Motion by Frisk, seconded by Anderson, to approve the 2019-2022 Superintendent contract for Mr. Shane Tappe. MC 

Motion by Longbella, seconded by Anderson, to accept the retirement of Linda Card, MS Science; eff May 31, 2019. MC 

Motion by Winkels, seconded by Freeman, to accept the retirement request of Clay Houselog; eff. June 20, 2019. MC

Motion by Winkels, seconded by Frisk, to approve the contract for Ezra Johnson, IT Support Technician; Grade 12P. MC

Motion by Longbella, seconded by Freeman, to approve the list of Spring Extracurricular Coaching assignments. MC Anderson abstained. 

ADDENDUM - Accept the resignation of Mark Jacobs, Activities Director/ PE, eff. 2-15-19

Frisk asked for a Closed Session on this item; and also recommended that the resignation not be accepted.

Policy and Curriculum  

Motion by Winkels, seconded by Frisk, to approve the review of Policy #610 Field Trips, with no revisions.

The Policy Committee recommended that summer travel out of the country should not fall under the authority of the school district or the Field Trip Policy. In light of that, the School Board would not take any action of trips currently being planned.  Principals will communicate with their staff and guidelines should be put in place regarding planning and fundraising on school time and on school premises. 

Facility presentation and discussion

Mike Angland, WSN presented renderings of the Pre-4 and 5-12 proposed buildings. Rob Brown of Nexus was on hand by phone and reviewed the previous Community Survey results and election specifics and timelines.  The Board will have a Special Meeting on Weds., Feb. 27 to discuss and approve the Review and Comment and will be asked to pass a Resolution relating to an upcoming referendum election on May 14, 2019. 

Reports were heard from Supt., Principals, and SMEA. 

Chair Lund shared his response to Dave Hoemberg who had addressed the Board at a previous meeting regarding the closing of the Motley building. The building will continue to have EC staff and students next year so the building is not being closed at this time.  

Members cast ballots for the RLS Board of Directors.

Move to Closed Session for Principal Negotiation strategies

Motion by Longbella, seconded by Frisk, to move into closed session as permitted by MN Statutes to discuss Principal Negotiation strategies.

Motion by Longbella, seconded by Frisk, to approve revisions to the posted agenda. MC.

Request consideration and approval of school construction project “Review & Comment” documentation for issuance to the MN Department of Education as required by Minnesota State Statute 123B.71

Motion by Longbella, seconded by Freeman. Motion Carried

Resolution

Member Winkels moved the adoption of the Resolution Relating to the Issuance of School Building Bonds and Calling for an Election Thereon May 14; 

Question #1. The motion was duly seconded by Member Anderson and upon a vote being taken, the following voted in favor thereof: Winkels, Longbella, Frisk, Anderson and Freeman. 

And the following voted against the same: none

Whereupon said resolution was declared duly passed and adopted.  

Member Anderson moved the adoption of the Resolution Relating to the Issuance of School Building Bonds and Calling an Election Thereon May 14, 2019; 

Question #2 as amended. The motion was duly seconded by Member Freeman, and upon vote being taken thereon, the following voted in favor thereof: Winkels, Longbella, Freeman, Anderson and Frisk
