Notice is hereby given that the Todd County Planning Commission will hold a public hearing on Thursday, September 2, 2021 at 6:00 p.m. in the Commissioners meeting room, Historic Courthouse, 215 First Ave. South, Long Prairie, MN to consider the following applications.

PUBLIC NOTICE REGARDING INTENT TO SELECT QUALIFIED PROVIDER FOR A GUARANTEED ENERGY SAVING CONTRACT BY INDEPENDENT SCHOOL DISTRICT #2170

STATE OF MINNESOTA

 

At its regular meeting on August 23, 2021, Independent School District #2170, Minnesota, intends to select the most qualified provider for the development of a guaranteed energy savings project that will make improvements to the structure, mechanical and electrical systems at their facilities. Pursuant to Minnesota Statue 123B.65 the total costs of the project scope of work must be funded over the next 15 years by the energy and operational savings generated from making the improvements proposed by the selected provider.

OUTLET PETITION – 

SECOND HEARING NOTIFICATION

 

A Public Hearing will be held Tuesday August 31, 2021 at 6 p.m. in the County Board Room at the Historic Courthouse, 215 1st Ave. S, Long Prairie, MN  56347. This Public Hearing is the continuance of the recessed Hearing held June 29, 2021 regarding a Petition that has been submitted by the LSLID requesting to use County Ditch 41 as an outlet for their High-Water Outlet Project. This Hearing will continue where we left off with public comment. All interested landowners are welcome and encouraged to attend this Informational Meeting. Commissioners Becker, Erickson, Neumann, Kneisl, Kircher, Attorney Kurt Deter and CDI Nancy Uhlenkamp will be in attendance for Todd County.  The LSLID representatives, Attorney, and Engineer will be in attendance for the LSLID. The consulting Engineers from Bolton & Menk will also be in attendance. Landowners can join the meeting in the following ways:

Any objections to the petition must be filed with the Court prior to or raised at the hearing. Call to Order

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 6th day of July, 2021 at 9:00 a.m. The meeting was called to order by Chairperson Becker. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.

Approval of Agenda

On motion by Neumann and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented with the conversion of item 4.2 Hire FT Road Deputy - Jeremy Pape to item 9.1.

Consent Agenda

On motion by Erickson and seconded by Neumann, the following motions were introduced and adopted by unanimous vote:

To approve the Todd County Board of Commissioner’s Meeting Minutes for June 15, 2021 as presented.

To approve the resignation of Aaron Gabler, Heavy Equipment Operator effective July 1, 2021.

To accept Shane Carlberg’s resignation, PT Road/Dispatch effective 06/22/2021.

To approve the hiring of Jamie Christenson as the Planning and Zoning Specialist.

To approve Brooklyn Levin to fill the open Public Health Nurse position.

On motion by Kneisl and seconded by Neumann, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the June 2021 Auditor Warrants number (ACH) 901574 through 901625 in the amount of $773,665.74, (Manual) 633 through 639 in the amount of $157,195.36 and (Regular) 237690 through 237835 in the amount of $626,505.53 for a total of $1,557,366.63.

On motion by Erickson and seconded by Kneisl, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Commissioner Warrants number (ACH) 401319 through 401341 in the amount of $13,779.16 and (Regular) 54930 through 54991 in the amount of $108,979.81 for a total of $122,758.97.

On motion by Kircher and seconded by Neumann, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Health & Human Services Commissioner Warrants number (ACH) 801778 through 801789 and (Regular) 707941 through 707971 for a total amount of $167,565.87.

On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Health & Human Services SSIS Warrants number (ACH) 600423 through 600425 and (Regular) 516413 through 416429 for a total amount of $58,321.41.

Todd County Development Corporation

Rick Utech, TCDC Director provided the County Board a summary of the 2020 Annual Report activities for review and discussion.

Public Works

On motion by Kircher and seconded by Erickson, the following resolution was introduced and adopted by unanimous vote: 

Final Payment 

Authorization – 2021 Pavement Marking Maintenance 

Contract

WHEREAS, the contract with AAA Striping Services Co. for the 2021 Pavement Marking Maintenance Contract known as CP 77-21-03 located on various routes in Todd County, has in all things been completed, and;

WHEREAS, construction work on this contract was scheduled and completed in 2021 with the value of the total work certified being $54,777.13, and;

WHEREAS, partial payments amounting to $52,038.27 have been previously been made to the contractor as work progressed, and;

WHEREAS, it has been determined that $2,738.86 still remains to be paid to Traffic Marking Service, Inc.

NOW, THEREFORE BE IT RESOLVED, that the Board of Commissioners does hereby accept said completed project for and on behalf of the County of Todd and authorize final payment as specified.

On motion by Kneisl and seconded by Neumann, the following resolution was introduced and adopted by unanimous vote:

FINAL PAYMENT 

AUTHORIZATION – 2021 GRAVEL SURFACING CONTRACT

WHEREAS, the contract with Braaten Aggregate, Inc. for a 2021 Gravel Surfacing Contract known as CP 21:67, CP 21:70, CP 21:76, CP 21:78 and CP 21:89 located in various locations in Todd County in all things been completed, and;

WHEREAS, construction work on this contract was scheduled and completed in 2021 with the value of the total work certified being $209,127.07, and;

WHEREAS, partial payments amounting to $124,896.07 have been previously been made to the contractor as work progressed, and;

WHEREAS, it has been determined that $84,231 still remains to be paid to Braaten Aggregate, Inc.

NOW, THEREFORE BE IT RESOLVED, that the Board of Commissioners does hereby accept said completed project for and in behalf of the County of Todd and authorizes final payment as specified.

On motion by Kneisl and seconded by Kircher, the following resolution was introduced and adopted by unanimous vote:

AWARD OF 

CONSTRUCTION 

CONTRACT FOR 2021 RECYCLED CONCRETE CRUSHING PROJECT

WHEREAS, sealed bids were received on June 29, 2021 by the Todd County Public Works Director for CP 77-21-05, said project for recycled concrete crushing located in the Todd County Demo Landfill, and;

WHEREAS, the following sealed bids were received:

Ferguson Aggregate & Crushing, Inc., Alexandria, Minnesota: $192,576.

Hard Rock Screening, LLC., Little Falls, Minnesota: $241,796.

Central Specialties, Inc., Alexandria, Minnesota: $278,504.

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners does hereby accept and award the contract for the above said construction project to Ferguson Aggregate & Crushing, Inc. of Alexandria, Minnesota based on their low bid of $192,576.

Planning & Zoning

On motion by Neumann and seconded by Erickson, the following resolution was introduced and adopted by unanimous vote: 

Final Plat Approval - “Lakeside Acres” Subdivision

WHEREAS, Applicant and owner Doug & Carol Lien applied to subdivide a property that is described as part of Government Lot 6 of Section 33 in Leslie Township with the plat to be known as Lakeside Acres,

WHEREAS, Lakeside Acres consists of three residential lots, Lot 1 consisting of 6.63± acres, Lot 2 consisting of 6.48± Acres, and Lot 3 consisting of 6.48± Acres, all located in the General Development Shoreland zoning of Lake Osakis in Leslie Township,

WHEREAS, On June 3, 2021 the Todd County Planning Commission recommended the following property be considered for Subdivision pursuant to Todd County Subdivision Regulation and Ordinance:  

SECT-33 TWP-129 RANG-35, LOT 6 EX PART PLATTED AS MICHAEL’S BEACH, 27.10 ACRES

WHEREAS, On June 15, 2021 the Todd County Board of Commissioners considered the Preliminary Plat for the above described property and approved the Lakeside Acres preliminary plat with three conditions:

1. Complete approval of a wetland delineation prior to final platting.

2. Access to Lot 1 shall only be connected with Fern Drive.

3. Applicant must obtain appropriate permitting, when necessary, from other governmental agencies including but not limited to the Minnesota Pollution Control Agency and the Sauk River Watershed District.

WHEREAS, the Planning & Zoning Department has completed the necessary final plat review and find that all items required for final plat approval have been completed. 

NOW, THEREFORE BE IT RESOLVED, the final plat of “Lakeside Acres” subdivision be approved as presented.

The County Auditor-Treasurer had reported that Mobile Home Tax Statements will be released by July 15, 2021 and continued progress on the 2022 Budget preparations are being made by the Finance Committee.

County Coordinator’s Report

The County Coordinator had reported that planning is continuing regarding the pending ARP Federal Funds.
