NOTICE OF CANDIDATE FILING
Villard Township will hold their Officer Township Election in conjunction with the state general election to be held November 3, 2020.
Villard Township will open filings for the following positions:
•One Supervisor:

4 year term
•One Clerk - 4 year term
Filing for these positions will begin on Tuesday, July 28, 2020 through Tuesday, August 11, 2020 (call ahead, 9 a.m. to 5 p.m.and on the last day of filing call ahead from 1 - 5 p.m.) Candidates must complete an affidavit of candidacy and pay $2.00 filing fee at the time of filing. The Villard Town Hall is located in Philbrook.

Meeting of the
Todd County Board of Commissioners
June 2, 2020
Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 2nd day of June, 2020 at 9:00 a.m. The meeting was called to order by Chairperson Kircher. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Kneisl and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented.
Consent Agenda
On motion by Erickson and seconded by Neumann, the following motion was introduced and adopted by unanimous vote:
To approve the Todd County Board of Commissioner’s Meeting Minutes for May 19, 2020 as presented.
Auditor-Treasurer
On motion by Becker and seconded by Neumann, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the May 2020 Auditor Warrants number (ACH) 900782 through 900841 in the amount of $6,149,252.85, (Manual) 545 thru 550 in the amount of $1,101,309.40 and (Regular) 235402 through 235540 in the amount of $2,665,608.93 for a total of $9,916,171.18.
On motion by Kneisl and seconded by Neumann, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Commissioner Warrants number (ACH) 400652 through 400668 in the amount of $20,603.20 and (Regular) 53551 through 53592 in the amount of $55,352.59 for a total of $75,955.79.
On motion by Erickson and seconded by Becker, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Health & Human Services Commissioner Warrants number (ACH) 800739 through 800747 and (Regular) 706757 through 706781 for a total amount of $27,634.38.
On motion by Kneisl and seconded by Erickson, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Health & Human Services SSIS Warrants number (ACH) 600198 through 600200 and (Regular) 515845 through 515853 for a total amount of $50,587.87.
Public Works
On motion by Kneisl and seconded by Becker, the following resolution was introduced and adopted by unanimous vote:
FINAL PAYMENT
AUTHORIZATION - 2019 BITUMINOUS HIGHWAY CONSTRUCTION
CONTRACT
WHEREAS, the contract with Central Specialties, Inc. for the 2019 Bituminous Highway Construction Contract known as SAP 077-613-003, SAP 077-619-005, SAP 077-637-005, SAP 077-635-001, SAP 077-647-003, CP 19:101, CP 19:105, CP 77-19-01, CP 19:96, CP 19:93, CP 19:59, CP 77-19-07, CP 77-19-04 and SAP 077-600-008 located on various routes in Todd County has in all things been completed, and;
WHEREAS, construction work on this contract was finally completed in 2020 with the value of the total work certified being $5,403,032.23, and;
WHEREAS, partial payments amounting to $5,343,366.82 have been previously been made to the contractor as work progressed, and;
WHEREAS, it has been determined that $59,665.41 still remains to be paid to Central Specialties, Inc.
NOW, THEREFORE BE IT RESOLVED, that the Board of Commissioners does here accept said completed projects for and in behalf of the County of Todd and authorizes final payment as specified.
County Sheriff
On motion by Erickson and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To approve the purchase of the 2021 Chevy Tahoe.
Health & Human Services
On motion by Kneisl and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To approve the Fraud Prevention Investigation Program Cooperative Agreement effective June 1, 2020 between Todd County Health & Human Services, Todd County Sheriff, and Todd County Attorney.
Jackie Och, HHS Director provided the County Board with an update on the COVID-19 situation.
Administration
On motion by Kneisl and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To continue providing services online, by phone, email and drop box, and by appointment only for those areas where in person appointments are necessary and re-evaluate on June 16 Commissioners Board meeting.
County Board consensus was to direct Coordinator Pelzer to send a copy of our Todd County Citizen & Business Survey to Governor Walz, District 9A and 9B State Representatives, AMC, and MRC for study.
Auditor-Treasurer’s Report
The Auditor-Treasurer reported that Candidate Filing for State, and County offices closes on June 2, 2020 at 5:00 p.m.
Recess
Chairperson Kircher recessed the meeting until June 16, 2020.

Section 13D.021, subdivision 1, permits public bodies to hold meetings via telephone or other electronic means if the conditions of this section are met.
Section 13D.021 requires a public body to make a determination that an in-person meeting is “not practical or prudent because of a health pandemic or emergency declared under Chapter 12.” At this time, the governor has declared an emergency under Chapter 12.
Requirements for holding a meeting via telephone or other electronic means include:
•All participating members can hear one another.
•Members of the public at the physical meeting location can hear all discussion “unless attendance at the regular meeting location is not feasible due to the health pandemic.”
•At least one member of the public body is present at the meeting location, “unless unfeasible due to the health pandemic,” and

NOTICE IS HEREBY GIVEN, that the parcels described in the List of Tax-Forfeited Land that is contained herein shall be sold to the highest bidder at public sale. The sale will be governed by the provisions of Minn. Stat. § 282.01 and by the resolution of the Todd County Board of Commissioners authorizing such sale. The resolution reads as follows:
BE IT RESOLVED, that all parcels of tax-forfeited land listed on the List of Tax-Forfeited Land be classified as nonconservation land; that the basic sale price of each parcel on List of Tax-Forfeited Land, that is on file with the Clerk of the County Board, be approved and authorization for a public sale of this land be granted, pursuant to Minn. Stat. § 282.01; that the sale will be held at 10:00 a.m., Friday, August 21, 2020, by the Todd County Auditor/Treasurer at the Commissioner board room in the Historical Court House, for not less than the basic sale price; and that all sales shall be full payment or on the terms set forth on the List of Tax-Forfeited Land.
BE IT FURTHER RESOLVED, that the conditions and terms of the public sale shall be as described in the list of Tax-Forfeited Land contained here-in and approved by the Todd County Board of Commissioners.
