SECTION 00020 - ADVERTISEMENT FOR BIDS
Water Treatment Plant Clarifier Rehabilitation
Staples, MN
RECEIPT AND OPENING OF PROPOSALS: Sealed proposals for the work described below will be received by the Administrator at the Staples City Hall, 122 6th St NE, Staples, MN 56479-2900 until 2:00 p.m. on Wednesday, December 20, 2017, at which time the bids will be opened and publicly read.
DESCRIPTION OF WORK: The work includes the following:
A. Removal and replacement of specified parts of an existing clarifier structure.
B. Patching of existing clarifier cone.
C. Sandblasting and recoating of the clarifier structure and clarifier room.
D. Removal and replacement of sample lines and carrier pipes through clarifier wall.
COMPLETION OF WORK: All work under the Contract must be complete within one hundred eighty (180) calendar days after receipt of the Notice to Proceed.
MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least three municipal water plant projects within the last five (5) years.

Bids will be received on a lump sum basis.
BID SECURITY: A certified check or a Bid Bond satisfactory to the City of Staples, Minnesota, in the amount of not less than 5 percent of the total Bid price submitted must accompany each Bid.
LABOR RATES - MINIMUM WAGE REQUIREMENTS:
This project is being funded by the City of Staples, Minnesota. The project is not subject to the provisions of Little Davis-Bacon Act.
PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.
The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.
PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager for the project. It shall be understood, however, that no specification interpretations will be made by telephone.

CITY OF STAPLES HAZARD MITIGATION GRANT PROGRAM PROJECT
AT DOWER LAKE
The City of Staples, in conjunction with the Minnesota Division of Homeland Security and Emergency Management Agency (HSEM) and the Federal Emergency Management Agency (FEMA) has applied for a Hazard Mitigation Grant Program Project for a Storm Shelter/Safe Room and Severe Weather Warning System at Dower Lake Recreation Area.
Under the National Environmental Policy Act (NEPA), EO 11988 and EO 11990, public notice is required of any federal actions that affect floodplains or wetlands. All necessary permits will be obtained prior to construction and completion of the project.
The objectives of the Hazard Mitigation Grant Program are to prevent future losses of lives and property, to implement state or local Hazard Mitigation plans, to enable mitigation measures to be implemented during immediate recovery from disaster, and to provide funding for identified and approved hazard mitigation projects.
The City of Staples has scheduled a Public Meeting for Tuesday, December 19, 2017 at 5:15 p.m. at the Staples Community Center. The purpose of this meeting is to discuss the Hazard Mitigation Grant Program and its potential use in the implementation of long term hazard mitigation measure at Dower Lake Recreation Area. Public participation at the meeting is encouraged.

Notice is hereby given that the Board of Commissioners of Todd County, Minnesota will receive sealed bids for the extra publication of the Financial Statement for the year 2017 as required by law until 4:00 p.m., Friday, December 29, 2017. Bids will be open at 9:05 a.m. on January 2, 2018 in the County Board Room.
This requires the extra publication for distribution of the Financial Statement to the remaining parts of the county not covered by the distribution of the official paper.
