Call to Order

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 2nd day of November, 2020 at 9:00 a.m. The meeting was called to order by Chairperson Kircher. The meeting was opened with the Pledge of Allegiance. All Commissioners were present with Commissioner Becker attending via phone.

Approval of Agenda

On motion by Kneisl and seconded by Neumann, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the agenda as presented.

Consent Agenda

On motion by Erickson and seconded by Neumann, the following motions and resolution were introduced and adopted by unanimous Roll Call vote:

To approve the Todd County Board of Commissioner’s Meeting Minutes for October 20, 2020 as presented.

To hire John Fick for PT Road Deputy, start date 11/02/2020.

Auditor-Treasurer

On motion by Neumann and seconded by Kneisl, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the October 2020 Auditor Warrants number (ACH) 901049 through 901112 in the amount of $4,411,743.14, (Manual) 578 through 585 in the amount of $570,356.80 and (Regular) 236156 through 236371 in the amount of $1,940,874.14 for a total of $6,922,974.08.

Administration

A progress report was provided by the County Coordinator regarding the CARES Act Funds projects for the County Board’s review and discussion.

On motion by Kneisl and seconded by Erickson, the following motion was introduced and adopted by unanimous Roll Call vote with Becker abstaining: To award Grants approved for Todd County 2nd Round Small Business and Non-Profit Relief Grant Program.

On motion by Neumann and seconded by Kneisl, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the 3rd Round Small Business Relief Grant.

On motion by Kneisl and seconded by Erickson, the following motion was introduced and adopted by unanimous Roll Call vote: To approve CARES Act funds for the purchase of 10 radios.

On motion by Erickson and seconded by Kneisl, the following motion was introduced and adopted by unanimous Roll Call vote: To approve CARES Act funds for EM vehicle.

On motion by Erickson and seconded by Kneisl, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the purchase of a Transport Van in the amount of $46,760 using CARES Act funds.

Health & Human Services

On motion by Becker and seconded by Erickson, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the letter supporting Willow Bridge Recovery, LLC.

Jackie Och, HHS Director presented an update on the COVID-19 Situation for discussion.

Todd County Solid Waste Designation Ordinance – 

2nd Reading

A public hearing was held for the 2nd Reading of the proposed Todd County Solid Waste Designation Ordinance and to gather public input on the proposed Ordinance.

A public hearing was held for the 2nd Reading of the proposed Todd County Tobacco Sales and Access Ordinance and to gather public input on the proposed Ordinance.

Solid Waste

On motion by Kneisl and seconded by Neumann, the following motion was introduced and adopted by unanimous Roll Call vote:

RESOLUTION 

ADOPTING THE TODD COUNTY WASTE 

DESIGNATION 

ORDINANCE

WHEREAS, the Todd County Board of Commissioners has heard two readings of the proposed Waste Designation Ordinance, and;

WHEREAS, as a Member County of the Prairie Lakes Municipal Solid Waste Authority (PLMSWA) this ordinance will ensure a reliable waste supply for its operation.

WHEREAS, this ordinance is also part of a common waste designation plan that was established for all five Member Counties of PLMSWA, and; 

WHEREAS, This Waste Designation Ordinance has been reviewed and approved by the Minnesota Pollution Control Agency in a Finding of Facts dated April 15, 2020.

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approves adoption of the Waste Designation Ordinance no less than 60 days after the date of approval, hereby establishing the effective date as January 1, 2021. 

County Auditor-Treasurer’s Report

The Auditor-Treasurer reported that the Absentee Voting period for the General Election has had record-setting utilization surpassing 3,000 issued ballots by this method.
