NOTICE Is HEREBY GIVEN, that the parcels described in the List of Tax-Forfeited Land that is contained herein shall be sold to the highest bidder at public sale. The sale will be governed by the provisions of Minn. Stat. § 282.01 and by the resolution of the Todd County Board of Commissioners authorizing such sale. The resolution reads as follows:

BE IT RESOLVED, that all parcels of tax-forfeited land listed on the List of Tax-Forfeited Land be classified as nonconservation land; that the basic sale price of each parcel on List of Tax-Forfeited Land, that is on file with the Clerk of the County Board, be approved and authorization for a public sale of this land be granted, pursuant to Minn. Stat. § 282.01; that the sale will be held at 10:00 a.m., Friday, April 5, 2019, by the Todd County Auditor/Treasurer at the Commissioner Board Room in the Historical Courthouse, for not less than the basic sale price; and that all sales shall be full payment or on the terms set forth on the List of Tax-Forfeited Land.

BE IT FURTHER RESOLVED, that the conditions and terms of the public sale shall be as described in the list of Tax-Forfeited Land contained here-in and approved by the Todd County Board of Commissioners.

Notice is hereby given that the Board of Review - Equalization of the Township of Bullard of Wadena County, Minnesota, will meet at the Bullard Township Hall in Section 27 of Bullard Township at 9:00 a.m. on Friday, April 5, 2019. Notice is hereby given that sealed Bids will be received by the City of Staples, Minnesota until 2:00 p.m., Thursday, April 11, 2019, at the Staples City Office - Administration, 122 6th Street NE Staples, MN 56479, at which time they will be publicly opened and read aloud, for the furnishing of all labor and material for the construction of 2019 Multi-Aircraft Hangar Construction. Public Comment

Carol Duke and Don Brown, Long Lake Improvement Association voiced concerns regarding the proposed Hollermann Dairy CUP on the upcoming agenda.

Call to Order

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 19th day of February, 2019 at 9:00 a.m. The meeting was called to order by Chairperson Kneisl. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.

Approval of Agenda

On motion by Neumann and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented.

Consent Agenda

On motion by Becker and seconded by Kircher, the following motions and resolutions were introduced and adopted by unanimous vote:

WHEREAS, the Todd County Board of Commissioners are establishing their approval for a Gambling Permit for the Main Street Ducks Unlimited through this resolution;

On motion by Kircher and seconded by Becker, the following resolution was introduced and adopted by unanimous vote:

TRANSFER OF FUNDS FROM GENERAL FUND TO TODD COUNTY 

DEVELOPMENT 

CORPORATION FUND

WHEREAS, the 2019 Budget for Todd County’s support to the Todd County Development Corporation has been approved at $62,000, and;

WHEREAS, a letter was received from the Todd County Development Corporation requesting for the allocation of funds from the County General Fund to be provided.

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners hereby approve the transfer of funds in the amount of $62,000  from Fund 01-General Revenue to Fund 74-Todd County Development Corporation.

On motion by Neumann and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To approve acknowledgement of Central Planes Aviation of Sauk Centre, MN for spraying of army worms in Todd County in the calendar year 2019 along with the public shall be notified within 48 hours prior to spraying.

Rick Utech, Executive Director, provided the 2018 Todd County Development Corporation Annual Report for the Commissioners to review.

On motion by Erickson and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To hereby set the Todd County Board of Appeal and Equalization meeting for June 17, 2019; commencing at 6:00 p.m. and not ending before 7:00 p.m.

County Sheriff

On motion by Kircher and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To approve to hire Kai Uwe Brings as a part-time Dispatcher effective February 24, 2019 at a Grade 6, Step 1.

On motion by Neumann and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve the promotion of Michael Allen to a full-time Sergeant effective February 24, 2019 at a Grade 11, Step 4.

On motion by Neumann and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To appoint Loren Miller as the Planning and Zoning Administrator.

On motion by Kircher and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To approve the re-establishment of the Expo Building Committee to consist of two County Commissioners, the County Coordinator, County Department Head of Facilities, two members of the Agricultural Society and two members of the Hockey Association. The County Commissioners appointed to serve on this committee are Commissioner Becker and Commissioner Erickson.
