All that part of the Northeast Quarter of the Northeast Quarter in Section 26, Township 127 North, Range 35 West of the 5th P.M., Todd County, Minnesota, lying Northeast of the Township Road together with all hereditaments and appurtenances belonging thereto.
The object of this action includes, among other things: foreclosure of a mortgage and other security interests against the above described property and fixtures, improvements, and any unaffixed manufactured housing unit located on the described property; to obtain judgment that Plaintiff’s mortgage, security and other interests and claims against said property have priority over any claim or interest of any herein named Defendants and any other person; and obtain and docket, as may be appropriate, a deficiency money judgment against the herein named Defendants.

Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 4th day of April, 2023 at 9:00 a.m. The meeting was called to order by Chairperson Neumann. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Denny and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented with the addition of item 5.5 Amend Shady’s Golden Eagle – One Year Liquor License, removal of item 7.1 Central Minnesota EMS (CMEMS) Region Update, and removal of item 11.1 Holst Acres 1st Addition Final Plat.
Consent Agenda
On motion by Erickson and seconded by Noska, the following motions were introduced and adopted by unanimous vote:

Hands of Hope Resource Center
On motion be Denny and seconded by Becker, the following resolution was introduced and adopted by unanimous vote:
TODD COUNTY 2023 SEXUAL ASSAULT AWARENESS MONTH PROCLAMATION
WHEREAS, Hands of Hope Resource Center in conjunction with the Todd County Board of Commissioners are dedicated to keeping our county and communities a safe and welcoming area for all families and;
WHEREAS, the voices of those who have suffered sexual assault victimization need to be heard, and a clear message sent to offenders that there is accountability for committing this crime.The shame in this crime lies solely with that offender, not with the victim/ survivor, and,
WHEREAS, Hands of Hope Resource Center continues to advocate and support multiple victims of sexual assault, through personal advocacy, court and systems advocacy, referrals to other needed services, as well as providing caring, non-judgmental, confidential, knowledgeable and respectful support and advocacy,
NOW, THEREFORE LET IT BE RESOLVED, that the Todd County Board of Commissioners join with Hands of Hope Resource Center in promoting accountability for sexual offenders, support prevention, community education, awareness and involvement to provide safety to our communities, and;
BE IT FURTHER RESOLVED, that the Todd County Board of Commissioners does hereby proclaim April 2023 as Sexual Assault Awareness Month.

Karen Pundsack and Amanda Wehrspann presented a summary of GRRL’s activities and initiatives from 2022.
Public Works
On motion by Denny and seconded by Becker, the following motion was introduced and adopted by unanimous vote: Approve the attached Cooperative Construction Agreement with Stowe Prairie Township and the City of Hewitt for the replacement of Bridge L7061.
On motion by Noska and seconded by Denny, the following motion was introduced and adopted by unanimous vote: Approve the attached Engineering Services Agreement from Widseth for the Bridge L7061 Replacement Project.
On motion by Erickson and seconded by Noska, the following resolution was introduced and adopted by unanimous vote:

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners does hereby accept and award the contract for the above said construction projects to Sir Lines-A-Lot, LLC of Edina, Minnesota based on their low bid of $185,812.06.

County Sheriff
On motion by Becker and seconded by Denny, the following motion was introduced and adopted by unanimous vote: To approve the increase of seasonal Boat and Water staff from three to four part time employees.
Planning & Zoning
On motion by Becker and seconded by Noska, the following motion was introduced and adopted by unanimous vote: To adopt the Fiscal Agent Agreement for the Long Prairie River Watershed Collaborative.
On motion by Noska and seconded by Denny, the following motion was introduced and adopted by unanimous vote:To sign the Letter of Support to submit to Representative Wiener for HF1231.
Solid Waste
On motion by Denny and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To approve the bid from Viking Garage Door in the amount of $6,195.00 for the cost of the new door, controller, installation and minor repairs to MSW overhead door.
On motion by Noska and seconded by Denny, the following motion was introduced and adopted by unanimous vote: To authorize the solid waste director to sign the proposal with Barr Engineering for Groundwater Reporting in 2023 for $18,100.
Motion was made to table action to a future meeting after discussion was held regarding the timing for authorization by the board to publish notice for a public hearing for potential parcel fee increases as part of the financing for construction of the proposed solid waste transfer station.
An update of the plans for the Solid Waste Transfer Station Project was provided including the current schedule for permitting, schedule and process for permitting, proposed waste transportation, wastewater treatment and project financing.
Health & Human Services
On motion by Denny and seconded by Noska, the following resolution was introduced and adopted by unanimous vote:

IN REGION 5
WHEREAS, Sourcewell, is providing community impact funding for the Cities and Counties in Region Five that address mental health needs, and;
WHEREAS, The Social Service and Public Health agencies of Cass, Crow Wing, Morrison, Todd, and Wadena Counties work to prevent intrusive residential treatment interventions, prevent truancy, prevent delinquency, deflect children from child welfare, want to support and stabilize youth’s mental health and functioning, provide community-based services, and support families in caring for their children with mental health issues; and
WHEREAS, The Adult Mental Health Initiative has been successful in providing a forum for collaboration and successful implementation of services for Adult Mental Health Services along with the assistance of a coordinator; and
WHEREAS, The service model of Collaborative Intensive Bridging Services focuses on strengthening parents by providing intensive mental health services for youth 8-17 years old in the family home and community, teaching coping skills, building supports, and limiting time out of the home for placement; and
WHEREAS, A Region 5 Children’s Mental Health Initiative would provide a forum for Children’s Mental Health collaboration with assistance with a Coordinator to work with the unique partners that impact the continuum of care for children which include the coordination of Collaborative Intensive Bridging Services; and
WHEREAS, Collaborative Intensive Bridging Services has demonstrated positive outcomes and costs savings in other counties in Minnesota, and has increased youth’s success and connectedness; and
NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approves Sourcewell Community Impact funding application submitted by Morrison County Social Services on behalf of Region Five Counties of Cass, Crow Wing, Morrison, Todd and Wadena to collaborate with a professional non-profit organization that will build capacity within our communities to support families and children in need.
An update from the Todd County Opioid Settlement Advisory Council was provided to the county board for discussion on the planning of projects funded via this settlement.
Administration

COUNTY’S PARTICIPATION IN THE MULTI-STATE
SETTLEMENTS
RELATING TO OPIOID SUPPLY CHAIN
PARTICIPANTS, AND IN THE MINNESOTA OPIOIDS STATE- SUBDIVISION
MEMORANDUM OF AGREEMENT
WHEREAS, the State of Minnesota and numerous Minnesota cities and counties are engaged in nationwide civil litigation against opioid supply-chain participants related to the opioid crisis; and
WHEREAS, the Minnesota Attorney General has signed on to multi-state settlement agreements with several opioid supply chain participants, but those settlement agreements are still subject to sign-on by local governments and final agreement by the companies and approval by the courts; and
WHEREAS, there is a deadline of April, 18 2023, for a sufficient threshold of Minnesota cities and counties to sign on to the above-referenced multi-state settlement agreements, and failure to timely sign on may diminish the amount of funds received by not only that city or county but by all Minnesota cities and counties from the settlement funds; and
WHEREAS, representatives of Minnesota’s local governments, the Office of the Attorney General, and the State of Minnesota have reached agreement on the intrastate allocation of these settlement funds between the State, and the counties and cities, as well as the permissible uses of these funds, which will be memorialized in the Minnesota Opioids State-Subdivision Memorandum of Agreement, as amended (the “State-Subdivision Agreement”); and
WHEREAS, the State-Subdivision Agreement creates an opportunity for local governments and the State to work collaboratively on a unified vision to deliver a robust abatement and remediation plan to address the opioid crisis in Minnesota;
NOW, THEREFORE, BE IT RESOLVED, Todd County supports and agrees to the State-Subdivision Agreement; and
BE IT FURTHER RESOLVED, Todd County supports and opts in to all future multi-state settlement agreements with opioid supply chain participants; and
BE IT FURTHER RESOLVED, Todd County authorizes county staff to execute all necessary documents to ensure Todd County participation in the multi-state settlement agreements, including the Participation Agreement and accompanying Release, and in the State-Subdivision Agreement.
On motion by Becker and seconded by Denny, the following motion was introduced and adopted by unanimous vote: To approve the final amount of ARP funds previously authorized via BA #20210907-22 for Sheriff Road Deputy costs at $57,958.35, and allow remaining funds of $32,041.65 to be available for other proposed projects brought forward to the Board of Commissioners.
On motion by Erickson and seconded by Noska, the following motion was introduced and adopted by unanimous vote: To approve extension of Eligibility Worker and use of ARP funds through 12/31/2024, with an estimated cost of $91,297.00.
Discussion was held regarding the ARPA proposed projects summarized and presented by the ARP Committees at the March 7 and March 21 work sessions. Concerns over the potential for unexpected cost increases of the large projects already approved and large projects proposed was discussed. Consensus to move forward with the transfer station landfill cover proposed project with formal action to be drafted for a board meeting very soon.
County Auditor-Treasurer’s Report
The County Auditor-Treasurer reported that the 2023 Property Tax Statements have been released within the required statutory timeline.
County Attorney’s Report
The County Attorney reported that office activity remains steady.
County Commissioner’s Report
The commissioners reported on meetings and events attended.
Commissioner Noska had HRA meeting along with other committee meetings with other commissioners.
Commissioner Becker had Region Five, Facilities Committee, Safety Committee, 2nd Amendment meeting in Verndale, Personnel Committee, annual weed training, spring road meeting and meeting with Senator Klobuchar staff.
Commissioner Denny had emergency service board meeting, spring road meeting at the northern shop and meeting with Senator Klobuchar staff.
Commissioner Neumann provided an update on the CPT meeting.
County Coordinator’s Report
The County Coordinator reported on many of the meetings already discussed and preparation for HR Manager to arrive.
Closed Session
On motion by Noska and seconded by Denny, the following motion was introduced and adopted by unanimous vote: Enter into closed session pursuant to MN Statute §13D.05 Subd. 3(a) at 10:56 a.m.
On motion by Erickson and seconded by Noska, the following motion was introduced and adopted by unanimous vote: To reopen the board meeting at 11:47 a.m.
Chair Neumann reported that the four department heads evaluated have met or exceed the expectations for their position.
