Regular Meeting Notice
May 11, 2020, 5:00 p.m.

Section 13D.021, subdivision 1, permits public bodies to hold meetings via telephone or other electronic means if the conditions of this section are met.
Section 13D.021 requires a public body to make a determination that an in-person meeting is “not practical or prudent because of a health pandemic or emergency declared under chapter 12.” At this time, the governor has declared an emergency under chapter 12.
Requirements for holding a meeting via telephone or other electronic means include:
• All participating members can hear one another.
• Members of the public at the physical meeting location can hear all discussion “unless attendance at the regular meeting location is not feasible due to the health pandemic.”
• At least one member of the public body is present at the meeting location, “unless unfeasible due to the health pandemic,” and
• All votes are taken by roll call.

NOTICE OF PROPOSED DECOMMISSIONING
STAPLES SAZ NDB
Non-Directional Beacon (NDB)
This notice is to serve as announcement that MnDOT Aeronautics intends to decommission STAPLES SAZ NDB and opens up a 30-day comment period for interested parties to comment on this decision.
MnDOT Aeronautics owns, operates, and maintains the STAPLES SAZ NDB as part of the national airspace system.
STAPLES SAZ NDB serves; STAPLES SAZ Airport with an NDB approach to Runway 14. Decommissioning will cause the cancellation of the following approach NDB RWY 14.
NDB technology is older and is not included in the FAA Next-Gen plan for the future of aviation. NDB approaches are no longer required on any flight test for pilot certification. Most manufactures of NDB systems are not supporting the legacy systems and FAA is not supporting commissioning of new/replacement systems. By decommissioning this older and less used technology, it will open up the ability to support modern RNAV approaches. Given the direction the FAA has taken with Next-Gen and because of the declining use of this technology by pilots, MnDOT Office of Aeronautics has determined that the cost of maintaining the existing state owned NDB’s is not a good use of public funds.
Interested parties who would like to comment on this subject should respond to this proposal by submitting written comments, or opinions to the address(es) indicated. Comments should address the overall aeronautical, economic, environmental, and energy-related aspects of the proposal. To ensure your comments are considered, please respond on or before the stated closing date. This proposal may change because of comments received.

FOR THE 2020 STATE GENERAL ELECTION
Notice is hereby given that a General Election will be held in Todd County on Tuesday, November 3, 2020 for the purpose of electing candidates for the Federal, State, Judicial, and County offices listed below. The filing period for the offices listed below begins at 8:00 a.m., Tuesday, May 19, 2020, and ends at 5:00 p.m., Tuesday, June 2, 2020.
The filing period for presidential elector candidates begins at 8:00 a.m., Tuesday, May 19, 2020 and ends at 5:00 p.m., Tuesday, August 18, 2020, for non-major political party candidates and independent candidates. The certification deadline for major political party presidential elector candidates is August 24, 2020.
Note: Filing offices will be closed Monday, May 25, 2020, in observance of Memorial Day and Friday, July 3, 2020, in observance of Independence Day.
The place of filing for Federal Offices is the Office of the Secretary of State, State Office Building, Room 180, 100 Rev. Dr. Martin Luther King Jr. Blvd., St. Paul, MN 55155-1299.
The place of filing for State Offices is with the Office of the Secretary of State or with the County Auditor of the County in which the candidate resides.
The filing place for County Offices is with the County Auditor.
Candidates may file in person or by mail, if the filing is received during the filing period. Candidates who will be absent from the state during the filing period and meet the requirements of Minnesota Statutes section 204B.09, subdivision 1a, may arrange to file during the seven days immediately preceding the candidate’s absence from the state. Candidates are encouraged to contact the County Auditor-Treasurer’s Office at 320-732-4414 to ascertain the safest means for affidavits to be filed at our office location.
This notice is sent based on current law. Be aware that the Legislature and/or the Governor may take actions that could affect some of these processes due to the COVID-19 situation.

BOARD OF APPEAL AND EQUALIZATION
Notice is hereby given that the Board of Appeal and Equalization for Staples Township shall meet on Thursday, May 21, 2020 at 9:00 a.m. at the Staples Town Hall for the purpose of determining whether taxable property in the jurisdiction has been properly valued and classified by the assessor and to determine whether corrections need to be made.
If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation or classification after discussing it with your assessor, you may appear before the local Board of Appeal and Equalization. The board will review your assessments and make corrections as needed. Generally, you must appeal to the local board before appealing to the county board of appeal and equalization.

Call to Order
The meeting was called to order with Longbella, Winkels, Frisk, Freeman, Anderson and Lund present (comprising a quorum). Also attending: Supt. Tappe; Business Services, Herdegen; Principals Schmidt and Regan; and Recording Secretary, Madson. The Pledge of Allegiance was recited.
Motion by Frisk, seconded by Winkels, to add agenda items # 13.1 and VIIa MC
Motion by Anderson, seconded by Frisk, to adopt the agenda. MC

Motion by Longbella, second by Anderson, to approve the Consent Agenda as presented. MC
Donations, Grants and In-Kind Contributions
Motion by Lund, seconded by Frisk, to approve the Resolution to accept Donations, Grants and In-Kind Contributions in the amount of: $4,698. MC
Motion by Longbella, seconded by Frisk, to approve the AIA contract with LHB for the summer LTFM project at Elementary and High School. MC

Motion by Lund, seconded by Frisk, to approve the MOU between SMEA and ISD #2170 for Over limit of PTO with Prior Approval MC
ICS, Consulting Demographic Study presentation (remote presentation) John Powers gave a remote presentation on district census, enrollment, open enrollment and projected enrollments which are projected to continue to decline.
At this time, it was requested that information be shared regarding the bid alternates for the HVAC project.
The Board was then asked to approve projects for window replacement and fire suppression at the Elementary site.
Motion by Anderson, seconded by Longbella, to approve window replacement at the Elementary $126,665. MC
LTMF dollars will be used.
Motion by Frisk, seconded by Lund, to move forward with the interior sprinkler/fire suppression project at a cost of $138,900. MC. This project will mean dipping into the reserve fund.
Motion by Anderson, seconded by Frisk, to move forward with the exterior sprinkler/fire suppression project UP to $60,000. MC
