GENERAL NOTICE 

TO CONTROL 

OR ERADICATE NOXIOUS WEEDS

 

Notice is hereby given this 6th day of May, 2019, pursuant to Minnesota Statutes, Section 18.83, Subdivision 1 (2009), that all persons in Todd County, Minnesota, shall control or eradicate all noxious weeds on land they occupy or are required to maintain (Landowners are required to control noxious weeds on any land enrolled in CRP. Special attention needs to be devoted to covers established with native grasses, forbs or pollinator seed mixtures. Please call the FSA Office for control requirements). Control or eradication may be accomplished by any lawful method, but the method(s) applied may need to be repeated in order to prevent the spread of viable noxious weed seeds and other propagating parts to other lands. Failure to comply with the general notice may mean that an individual notice, Minnesota Statutes, Section 18.83, Subdivision 2 (2009), will be issued.  

An individual notice may be appealed within two working days of receipt to the appeal committee in the county where the land is located. Failure to comply with an individual notice may mean that the inspector having jurisdiction may either hire the work done or seek a misdemeanor charge against the person(s) who failed to comply.  If the work is hired done by the inspector, the cost can be placed as a tax upon the land and collected as other real estate taxes are collected.

You may obtain a list of the plants that are designated noxious and the members of the appeal committee from your County Agricultural Inspector. You can also obtain this information from your Local Weed Inspectors. Local Weed Inspectors include the township supervisors, city mayors or their appointed assistants.  

More information regarding the MN Noxious Weed Law and a list of County Agricultural Inspectors and County Designated Employees can be obtained from the Minnesota Department of Agriculture’s Web Site: https://www.mda.state.mn.us/plants-insects/minnesota-noxious-weed-list.

The noxious weeds that need to be: 

Eradicated are: Palmer Amaranth, Oriental Bittersweet, Diffuse Knapweed, Brown Knapweed, Yellow Starthistle, Meadow Knapweed, Poison Hemlock, Black Swallow-wort, Grecian Foxglove, Common Teasel, Cutleaf Teasel, Giant Hogweed, Japanese Hops, and Dalmatian Toadflax.

Controlled are: Common Barberry, Narrowleaf Bittercress, Plumeless Thistle, Spotted Knapweed, Canada Thistle, Leafy Spurge, Purple Loosestrife, Wild Parsnip, and Common Tansy.  

Restricted Noxious Weeds are: Tree of Heaven, Garlic Mustard, Porcelain Berry, Crown Vetch, Wild Carrot/Queen Anne’s Lace, Glossy Buckthorn (and all cultivars), Amur Honeysuckle, Morrow’s Honeysuckle, Bell’s Honeysuckle, Common Reed (non-native subspecies), Common or European Buckthorn, Black Locust, Multiflora Rose, Tatarian Honeysuckle, and Japanese Barberry Cultivars .  

Specially Regulated Plants are: Poison Ivy, Japanese Knotweed, Giant Knotweed, and Amur Maple.

Call to Order

The meeting was called to order with Longbella, Winkels, Frisk, Anderson and Lund present (comprising a quorum). Freeman arrived later. Also attending: Supt. Bratlie; Business Services, Chuck Herdegen, several community and staff members, and Recording Secretary, Madson. 

Motion by Longbella, seconded by Anderson, to adopt the agenda with the deletion of item #4 and changing the Math position to a 1.0 FTE.  MC

Personnel

Discussion of added positions or position changes as recommended by the Personnel Committee

• 2.0 FTE Special Education positions 

One position at the elementary and one position for MS/HS due to case loads.

• 1.0 FTE Student Success and Interventionist (Elementary)

An academic and behavior entry level position to work with students. 

The end goal is to reach students early with the goal being less students being put on an IEP. 

• 1.0 FTE Grade 2 Teacher (Elem)

Due to class size, four (4) sections are needed at K, 1 and 2

• Speech Language Pathologist Assistant (Districtwide)

A current SLP is asking for a reduction in contract time. That savings would cover most of the cost of an addition SLPA who would work under an SLP 

• 1 full time SSW Internship (K-12; Para contract working under a licensed SSW)

Mental health issue justify this position

• 1.0 FTE Math (7-12)

This position could offer CIS to upper classmen as well as remedial math as needed. 

• 1.0 FTE Activities Director/ Community Ed Director

The vacant .5 Activities Director would be combined with the Community Ed Director position. This position would most likely be on the Administrative Contract; 220 days per year.  Community Ed Director license desired. 

• El. Tutor Paraprofessional; Grade 7 (remainder of this school year) 

Funded with Title I and Indian Education Grant money

The total cost of adding these positions is approximately $320,000. The district must continue looking for efficiencies as we move into the next several years. 

BUILD 2170

A building update was given by Supt. Bratlie.  Two informational meetings will be held next week (April 9 and April 11) with question and answer sessions, tax impact and building tours.
