SCHOOL BOARD MEETING #11

MINUTES

 

Call to Order

The meeting was called to order with Longbella, Winkels, Frisk, Freeman, Anderson and Lund present (comprising a quorum).  Also present: Supt. Tappe; Business Services, Herdegen; Principals Johnson, Regan and Schmidt; approximately 20 students, staff and community members; Staples World Managing Editor, Anderson and Recording Secretary, Madson. The Pledge of Allegiance was recited. 

Motion by Winkels, seconded by Frisk, to add agenda item #7. MC 

Motion by Freeman, seconded by Longbella, to adopt the agenda. MC 

Motion by Freeman, seconded by Anderson, to approve the Consent Agenda. MC 

Motion by Frisk, seconded by Winkels, to approve the Resolution to Accept Donations and grants in the amount of $13,381.81.  MC 

Finance 

Financial Report - the auditors will be in the district office Oct. 23-25.

Motion by Anderson, seconded by Freeman, to authorize payment of the vouchers. MC 

Motion by Winkels, seconded by Frisk, to approve the CIS credit reimbursement request from Lorna Birkholtz; $2,915.22. MC 

Motion by Frisk, seconded by Lund, to approve the recommendation to move forward with the design development phase of Elem. and HS projects as proposed by LHB. MC 

Motion by Frisk, seconded by Anderson, to negotiate an hourly or monthly billing system for Community Center use; based on pool and gym use; beginning Jan. 1, 2020. 

Some discussion followed, with City Administrator, Jerel Nelsen asking the Board to go with the original date of July 1, 2020. 

Freeman stated that the Finance Committee has previously met and has made several recommendations to the Board. 

Upon a show of hands - Voting in favor: Anderson, Freeman, Frisk and Winkels. 

Opposed: Longbella and Lund. MC 

The district will pay out the lease amount for July 1, 2019 -Dec. 31,2019 and a schedule of CommunityCenter usage will be created. 

Motion by Frisk, seconded by Winkels, to approve the recommendation by administration to move forward with expanding contracted time with the City of Staples for School Resource Officer. MC 

Officer time will be tracked and the district will assess and plan accordingly. For this contract period any additional time over the current agreement, will be billed separately. 

With the addition of grades 5-7 at the HS it warrants the increase of Staples SRO time. 

Curriculum and Other

Motion by Frisk, seconded by Lund, to approve the Fundraiser Application request from Deb Otteson;  MS Fundraiser. MC 

Motion by Winkels, seconded by Anderson, to approve two Fundraiser Application requests from  Renee Kroll; Elementary PTC. MC  

Motion by Freeman, seconded by Anderson, to approve the Facility Use Application. MC 

Presentation of the 2019-2020 Staples-Motley Curriculum Council Plan of Action  (Information only - no action needed)

Reports:

Principals - Written reports included in the Board packets; all indicated things are going well in their buildings and that conferences had gone well. The elementary held a book fair and the great coat giveaway. 

Blake Boran gave an update on fall sports as they move into conference, section and state events.

Superintendent Tappe reported that enrollment is down this fall; Support Staff Negotiations have begun; a Farm to School committee and plans are being made to include FFA, ProStart, CLC and LHS; a blender for smoothies will be purchased with a $1,500 SHIP grant; there has been some outside interest in leasing space in the Motley building.

Call to Order

The meeting was called to order with Longbella, Winkels, Lund, Anderson and Frisk present (comprising a quorum). Also attending: Supt. Tappe; Business Services, Herdegen; Principals Regan and Schmidt; several students and community members; Staples World Managing Editor, Anderson; Recording Secretary, Madson. The Pledge of Allegiance was recited.

Motion by Longbella, seconded by Winkels, to adopt the agenda. MC

Facilities

Supt. Tappe gave an update and timeline for the HVAC project.

•An agreement will be presented to the Board at a later date when the scope of the project is finalized. 

•A new update will be given on Nov. 18.

•LHB will be present at the Dec. 2 Work Session to give an update on sequential projects and have firm numbers. 

•Mid-February - bid approval.

•Construction to begin on May 26.

Assessments

Deb Ferdon shared assessment and trend data with the Board. 

•MCA data shows accountability - SMHS is well above the state graduation rate average. 

•Improved attendance rate is a goal of SSW and Counselor and they are working on consistent policies and better communication regarding the importance of school attendance. 

•SM has seen inconsistencies in reading and math; but is more consistently close to the state average in Science. 

•NWEA tracks spring to spring growth.
