Public Comment
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 5th day of September, 2023 at 9 a.m. The meeting was called to order by Chairperson Neumann. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Denny and second by Noska, the following motion was introduced and adopted by unanimous vote: To adopt the agenda as presented with the noted correction to item 4.1 Meeting Minutes Approval – August 15, 2023 to correctly reflect the rollcall vote on the 2024 Commissioners Salary adoption.

The Todd County Board of Commissioners with the support of County Department Heads dedicated a plaque in honor and memory of Commissioner Rod Erickson for his service and leadership in representing District 3 and Todd County as a whole. Solid Waste
On motion by Denny and second by Noska, the following resolution was introduced and adopted by unanimous vote:
A RESOLUTION ESTABLISHING MARKET PRICE FOR THE
SOLID WASTE MANAGEMENT TAX
WHEREAS, the solid waste management tax requires political subdivisions to identify by resolution a market price if the political subdivision subsidizes the cost of service at a facility.: and
WHEREAS, the political subdivision will be liable for the solid waste management tax based only on the market price amount identified through this resolution, and;
WHEREAS, the market price is identified in the state statutes as the “lowest price available in the area” and;
WHEREAS. Todd County has performed research to identify the lowest price available in the area;
NOW, THEREFORE BE IT RESOLVED, the County of Todd declares a market price of $82 per ton at the Morrison County Landfill.
On motion by Denny and second by Noska, the following motion was introduced and adopted by unanimous vote: To approve the HHW agreement with Crow Wing County.

Ditch/Ag Inspector
On motion by Noska and second by Becker, the following motion was introduced and adopted by unanimous vote: Acting as Ditch Authority, approves hiring Corbin Excavating, Inc to maintain approximately 4,460 feet of lateral 4 that is south of 350th Street. Brush will be chipped, trees will be removed from one side and spoil will be excavated and leveled on that same side. The estimate for the project is $2.50 per foot for a total of $11,150.00.

On motion by Becker and second by Denny, the following motion was introduced and adopted by unanimous vote: To resubmit the pre-application with the recommended change of $395,000.00 in requested MNHS funds instead of the previously submitted request of $404,460.

A RESOLUTION ADOPTING THE 2024 PRELIMINARY LEVY
WHEREAS, the Laws of the State of Minnesota direct that the Todd County Board of Commissioners are required to approve by resolution a preliminary levy no later than September 30 annually, and;
WHEREAS, The Todd County Board of Commissioners have considered the financial situation of the County and had an opportunity to deliberate the levying of property taxes upon property owners within the County.
NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approve the 2024 Preliminary Levy for Todd County, for property taxes payable in 2024 per table below, with the authority to reduce this levy before the final levy deadline of December 30, 2023.

The Commissioners reported on meetings and events attended.
Commissioner Denny attended the Long Lakes Higgins tour and Prairie Lakes.
Commissioner Becker attended the County Employee Picnic, Wellness, Region V, Facilities, Personnel, Rainbow Rider, and has been contacted regarding an upcoming Lake Shamineau LID meeting. Discussion on the LSLID project status and the potential funding coming from Morrison County was held with more information forthcoming.
Commissioner Noska attended the Long Lakes Higgins tour, Tri-CAP, and HRA meetings.
Commissioner Neumann attended the SRWD, County Employee Picnic, Park Board, Insurance Committee, Sauk River 1W1P, Opioid Advisory Council, property purchase signing, Facilities, CPT, Personnel, and Rainbow Rider meetings.
County Coordinator’s Report
The County Coordinator reported on meetings attended including similar meetings as the Board, AMC Cybersecurity taskforce, Broadband coalition and childcare group. It was noted that funding for Opioid education for youth is moving forward and contact with Morrison County regarding the LSLID project will continue with updates provided to the Board.
