Public Comment
Roger Dukowitz addressed the County Board on concerns relating to the Expo Building proposed projects and the Hilltop Regional Kitchen proposed funding request.
Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 18th day of September, 2018 at 9:00 a.m. The meeting was called to order by Chairperson Neumann. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote. To approve the agenda as presented.
Consent Agenda
On motion by Erickson and seconded by Kneisl, the following motions were introduced and adopted by unanimous vote:
To approve the Commissioner’s Meeting Minutes for September 4, 2018 as presented.
To approve the Human Resources Report for Personnel Actions dated September 18, 2018 as on file.

On motion by Becker and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the Commissioner Warrants number 49722 through 49841 in the amount of $206,641.32.

Long Prairie Airport Committee
On motion by Erickson and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To authorize the City of Long Prairie’s Administrator and Mayor to administer and sign the Grant Agreement from the U.S. Department of Transportation Federal Aviation Administration to aid in the 2018 Runway Extension project at the Long Prairie Municipal Airport.
Public Works
On motion by Kircher and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To set the 2018 Fall Road Meeting for November 19, 2018 at 9:00 a.m. at the Long Prairie Public Works Shop.
Facilities Committee
On motion by Becker and seconded by Kneisl, the following motion was introduced and adopted by majority roll-call vote with Erickson against: To not approve the attached WSN Proposal to conduct a Building User Needs Study for the Expo Building.
Assessor’s Office
On motion by Kneisl and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve the contract with Pro-West to develop a web-based soils module.
Ditch Inspector
On motion by Becker and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: The Todd County Ditch Authority approves a brush control project on County Ditch 45 to be performed by Central Applicators, Foley MN at an estimated cost of $481.71. The section of ditch to be sprayed is approximately 150 feet long and was cut and mowed in November 2015.
On motion by Becker and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: The Todd County Ditch Authority approves a brush control project on County Ditch 4 to be performed by Central Applicators, Foley MN at an estimated cost of $1,875.72. The section of ditch to be sprayed is approximately 4,319 feet long and is south of County Road 14. This section is ditch had tree removal done in 2010 as part of a maintenance project and has now grown back in brush that needs to be controlled to prevent future tree removal costs.
On motion by Kircher and seconded by Becker, the following motion was introduced and adopted by unanimous vote: The Todd County Ditch Authority acknowledges receipt of a Hold Harmless Agreement petition from Ray Cline for ditch maintenance on County Ditch 8, parcel 26-0014400, Ward Twp section 16.
On motion by Erickson and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To hire Central Applicators from Foley to spray Wild Parsnip in County road ROW and Twp road ROW that has been identified as having Wild Parsnip. The dollar amount will not exceed $11,350.94.
Soil and Water Conservation District
On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve request to recruit for the District Manager position for Todd SWCD.
Planning and Zoning
On motion by Erickson and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To authorize acceptance and use of FY 2019 Riparian Protection Aid funds to total $141,979 as outlined by staff.
On motion by Erickson and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To grant the request to establish Beckley’s Diamond Bay First Addition Preliminary Plat with conditions recommended by the Planning Commission.
On motion by Becker and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To grant the requested CUP amendment for parcel #25-0061000 with conditions recommended by the Planning Commission.
On motion by Kneisl and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To grant the request to rezone the R-10 zoned portion of PID#05-0008700 to AF2 zoning with conditions recommended by the Planning Commission.

A RESOLUTION ESTABLISHING Market Price for the Solid Waste Management Tax
On motion by Kneisl and seconded by Becker, the following resolution was introduced and adopted by unanimous vote:
A RESOLUTION ESTABLISHING Market Price for the Solid Waste Management Tax
WHEREAS, the solid waste management tax requires political subdivisions to identify by resolution a market price if the political subdivision: Subsidizes the cost of service at a facility.
WHEREAS, the political subdivision will be liable for the solid waste management tax based only on the market price amount identified through this resolution, and
WHEREAS, the market price is identified in the state statutes as the “lowest price available in the area”, and
WHEREAS, Todd County has performed research to identify the lowest price available in the area;
NOW, THEREFORE BE IT RESOLVED, the County of Todd declares a market price of $70.00 per ton at the Morrison County Landfill.
Health & Human Services
On motion by Erickson and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve the Energy Assistance Program Contract and Internal Controls Documentation for FFY2019.
Finance Committee
On motion by Erickson and seconded by Kneisl, the following resolution was introduced and adopted by unanimous roll-call vote:
A RESOLUTION
ADOPTING THE 2019 PRELIMINARY LEVY
WHEREAS, the Laws of the State of Minnesota direct that the Todd County Board of Commissioners are required to approve by resolution a preliminary levy no later than September 30 annually, and;
WHEREAS, The Todd County Board of Commissioners have considered the financial situation of the County and had an opportunity to deliberate the levying of property taxes upon property owners within the County.
NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approve the 2019 preliminary levy for Todd County, for property taxes payable in 2019 per table below, with the authority to reduce this levy before the final levy deadline of December 30 2018. (SEE LEVY CHART)
On motion by Becker and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To set the Truth In Taxation Hearing for November 27, 2018 to begin at 6:00 p.m. in the Todd County Commissioner’s Board room.
Auditor-Treasurer’s Report
The Auditor-Treasurer reported that the Absentee Voting period for the General Election will begin on September 21, 2018 and extended a thank you to the Finance Committee and Department Heads for their participation in the 2019 budget preparations.

Interim Coordinator’s Report
The Interim Coordinator reported on the meetings attended and extended a thank you to all as this is the last meeting that Interim Coordinator Pelzer will be serving as the new County Coordinator will be arriving on September 24, 2018.
