Any objections to the petition must be filed with the Court prior to the hearing. 2025 COUNTY FEE SCHEDULE
NOTICE IS HEREBY GIVEN that the Board of County Commissioners (the “Board”) of Todd County, Minnesota (the “County”), will hold a public hearing of the Board beginning at 9:15 a.m., on October 1, 2024, to be held at the Todd County Historic Courthouse, 215 1st Ave. South, Long Prairie, Minnesota, to solicit public input in order to determine the 2025 County Fee Schedules for the County Departments including but not limited to: Administration, Attorney, Assessor, Auditor-Treasurer, Environmental Health, GIS/MIS, Health & Human Services, Planning & Zoning, Public Works, Recorder, Sheriff and Solid Waste (Transfer Station).
The proposed 2025 County Fee Schedule is available on the Todd County website at https://www.co.todd.mn.us/ and at the Todd County Auditor-Treasurer’s Office, located at 215 1st Avenue South, Suite 201 Long Prairie, MN during regular business hours.
All interested persons are invited to attend the hearing in-person or submit written testimony prior to the hearing date. NOTICE AND ORDER FOR HEARING ON PETITION FOR FORMAL PROBATE OF WILL, FORMAL APPOINTMENT OF PERSONAL REPRESENTATIVE, AND NOTICE TO CREDITORS
A Petition has been filed in this Court for Formal Probate of Will and Formal Appointment of Nile Leroy Folin as Personal Representative, with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate, in a FORMAL, UNSUPERVISED administration. The Petition represents that the Decedent died on December 23, 2021 in Longview, Texas leaving an interest in real property in Minnesota and requests the probate of Decedent’s last will and testament and the descent of such property be determined and assigned by this Court to the persons entitled to the property.
Any objections to the Petition must be filed with the Court prior to or raised at the hearing. If proper, and no objections are filed or raised, the Petition may be granted.
IT IS ORDERED and Notice is given that the Petition will be heard in this Court on October 7, 2024 at 10:14 a.m. hearing at the Todd County Court Facility, 221 1st Avenue South, Long Prairie, MN.
This will be an administrative non-appearance hearing.

Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 6th day of August, 2024 at 9:00 a.m. The meeting was called to order by Chairperson Becker. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Byers and seconded by Noska, the following motion was introduced and adopted by unanimous vote: To adopt the agenda as presented with the addition of item 5.5 Emergency Declaration.
Consent Agenda
On motion by Neumann and seconded by Denny, the following motions were introduced and adopted by unanimous vote:
To approve the Todd County Board of Commissioner’s Meeting Minutes for July 16th & 29th, 2024 as presented.
To approve Karl Pung to fill the open Temporary Senior Engineering Technician position at Grade 12 - Step 9 at $39.94/hour with a start date to be determined.
Hire Daniel Steuck for the PT Deputy position start date TBD at a pay rate $28.48 grade 10 step1.

On motion by Byers and seconded by Denny, the following resolution was introduced and adopted by unanimous vote:
Resolution Declaring a State of Emergency
WHEREAS, the severe thunderstorm, with greater than 60 MPH winds and golf ball size hail, has impacted the population of Todd County and its cities; and
WHEREAS, the severe weather event has caused a significant amount of public property damage; and
WHEREAS, the Todd County Department of Emergency Management requests the Todd County Board of Commissioners to declare Todd County in a STATE OF EMERGENCY for the August 3 event of 2024;
NOW, THEREFORE, BE IT RESOLVED, that the Todd County Board of Commissioners declares Todd County in a State of Emergency for conditions resulting from the severe storm event of August 3, 2024.
Rainbow Rider
Brenda Brittin provided an updated to the County Board regarding the operations at Rainbow Rider which Todd County is a member county for support of services to Todd County residents.
MIS
On motion by Noska and seconded by Denny, the following motion was introduced and adopted by unanimous vote: To approve purchase of server through Now Micro in the amount of $15,955.00.
On motion by Neumann and seconded by Noska, the following motion was introduced and adopted by unanimous vote: To approve the quote from RSA in the amount of $13,128.48 for a multi-factor authentication solution.
Facilities
On motion by Byers and seconded by Denny, the following motion was introduced and adopted by unanimous vote: To approve the final payment of $77,320.73 from ARPA funds. For a total project cost of $1,545,214.87.
Solid Waste
On motion by Neumann and seconded by Denny, the following motion was introduced and adopted by unanimous vote: Authorize final payment for $11,478.23 with ARP funds, and release obligation on remaining $423,409.93 ARP fund for reassignment to other projects.
Health & Human Services
On motion by Denny and seconded by Noska, the following motion was introduced and adopted by unanimous vote: To approve FFY2025 Low Income Home Energy Assistance Program Grant Contract & Internal Controls Documentation.
On motion by Denny and seconded by Byers, the following motion was introduced and adopted by unanimous vote: To authorize the hiring of a Social Worker in the Adult Services Unit.

County Auditor-Treasurer’s Report
The County Auditor-Treasurer reported that final preparations are happening for the upcoming State Primary Election where all Todd County polling places will be open for voting on August 13, 2024. Candidate Filing for school districts, cities and some townships is currently open until 5:00 PM on August 13, 2024.
County Attorney’s Report
The County Attorney provided an update regarding staffing and recruitment for an intern position and assistant attorney.
County Coordinator’s Report
The County Coordinator is continuing plans regarding the Cannabis Moratorium and upcoming County Employee Picnic amongst other meetings.
County Commissioner’s Report
The Commissioners reported on meetings and events attended.
Commissioner Denny attended the Emergency Service board meeting and new equipment received and PZ Cannabis hearing meeting.
Commissioner Becker attended the West Central Juvenile Center, Personnel, Laudermill Hearing and PZ Cannabis hearing meeting.
Commissioner Neumann attended the SRWD, Finance, CPT, Personnel, CMCOA, Laudermill Hearing meetings.
Commissioner Byers attended the Opioid and the Housing Summit meeting.
Commissioner Noska attended the normal meetings and reported on a new water testing grant opportunity.

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 14th day of August, 2024 at 4:00 p.m. The meeting was called to order by Chairperson Becker. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Neumann and seconded by Denny, the following motion was introduced and adopted by unanimous vote: To adopt the agenda as presented.
Closed Session
Chair Becker closed the session at 4:02 p.m. pursuant to MN Statute §13D.03 to consider strategies for labor negotiations.
Chair Becker reopened the session at 5:55 p.m.
Adjourn
On motion by Neumann and seconded by Byers, the meeting was adjourned at 5:56 p.m.
On a motion by Neumann and seconded by Denny, the preceding minutes of the County Board meeting held August 14, 2024 were duly approved by unanimous vote at the Todd County Board of Commissioners at the Regular Board Meeting held on August 20, 2024.
